[ICOM] tuning knob skirt

Perhaps rubber cement is a better idea than something more permanent. You
never know when the knob might have to come off (maybe four times in 22
years, in my case). So, yes, Jack is right, the skirt has to be removed to
access the set screw. I had the knob off twice today cleaning the gunk
from the tape off. So that's two times of the four times. Right now I
have a tight rubber band holding the skirt onto the knob. That's work for
the next few weeks until I can get a replacement knob (provided it isn't
worth an arm and a leg). :-)

I would recommend a thin coat of "rubber cement" applied to one surface.
Dries fast, holds tight. no lumps or bumps and removes easily (in case of
error) as usually in my case) if needed.

How about using superglue to hold the rubber to the wheel? Slit the rubber
and apply the glue to the knob. Press the rubber ribbon to the dial and cut
the excess off after completing the attachment. Might work or might not.
