Dan,
I don't know the 275H, but have worked on a lot of the other Icom
radio's. First thing I'd check is the switching diodes. They go
open, you have low receive and transmit. Don't transmit any more,
you could take the PA out without any load on it till you get the
problem resolved. If you have to tx to check it out, run the drive
level way down, so you're drawing almost no current on TX. There's
usually a jumper somewhere after the PA to the switching circuit, you
can take it loose there, and connect a dummy load, see if you don't
get rated power out. I've also coupled a cap to the PA out (to block
DC), and checked a radio that way. If you have normal power out and
normal current, check the PIN diodes. It could be a relay switch
over, with a bad relay/contact, but most are PIN switched.
