More thoughts: Radio Shack used to sell dual band 2/70
through-glass antennas. I found homes for a few. They
had a tuning adjustment on the inside component. The tip
of the little plastic tuning tool they included broke very
easly. I made a tool thus: Cut a thin brass shim about 1/4
inch long, and thick and wide enough to fit into the tuning
slot. Fit this shim into the end of a split bamboo chopstick
or a bamboo skewer. Use Epoxy glue as required. Tie
with common thread until the glue is done. Use a small file
to make everything fit into whatever it fits into. (If it's legal
to use a skewer as a swizzle stick, then it ought to be OK
to make a tuning tool from a skewer.)
