On the IC-7700, the lowest-range transmit BPF on the RF unit is 1.6 - 2 MHz.
This filter will not pass useful drive to the PA Unit at 500 kHz. (IC-7700
Service Manual 2007 edition, p. 9-3.)

Long time ago I used the FT-1000MP (not Mk-V or Field) and this rig could
produce a signal on 500 kHz.
From 1971 till 1989 I was one of the operators of the Coastal Station
Scheveningen Radio PCH and very often operated the 500 kHz. This frequency
has a lot of memories for me and I cannot wait to use it as a Ham...
