"The actual frequency of the transmitted CW signal
will ALWAYS be displaced from your dial frequency
on ANY rig."

This is not true. Any Icom I have ever used displays the true transmit 
frequency on CW. The BFO offset, about 700Hz in the 751A, is handled 
automatically on receive.

A bit more explanation: The dial does not indicate the "zero-beat" 
frequency on receive like vintage gear. With a properly aligned radio, 
you can read the frequency of a received frequency not by tuning to 
zero-beat but tuning the received signal to match the sidetone 
frequency. On transmit, the dial indicates your actual transmit frequency.
