This was indeed true for the earlier Icoms such as the 740 & 745 etc. Not true for the 756Pro series of recent radios which contain settable turn on timer circuitry. These radios require the presence of +13.8 V for the timer to work.
Do not short any pins of the PS-125 plug. Two pins are the positive and two are the negative pins.Only the front panel rocker switch of the PS-125 is used to turn it off and on. Either an over voltage or over current condition will cause the internal controller to sut down the supply until it is reset.

When he plugs it into his Pro 2 the radio shorts these pins on turn on.
To use this supply with other radios these 2 pins must be manually
connected.
