[ICOM] IC-745 CW Keying Problem

I have it connected to a 50 ohm dummy load and it doesn't key OK.
I have it in the bench and is not grounded, but I have another one that
under same conditions works OK. I have been checking all the components in
the keying circuit and they are OK, but I can see that the output of IC7/2
does not change when the vox delay is on, I do not understand how they are
related.
