The USA variant is already set up for 60m operation (IC-7000 User manual, p.
40) and requires no modification.

Legitimate reasons for an out-of-band transmit modification are MARS/CAP
(USA) and 40m band expansion (Europe, 7 - 7.1 to 7 - 7.2 MHz).

We should not automatically assume nefarious intent when a member asks about
this modification. That said, it does not hurt to mention that the IC-7000
is not certified under FCC Parts 80 (marine), 90 (land mobile) and 95
(Citizens' Band) or their Canadian equivalents.
