What meter are you using to read power? The Icom meter, an external watt meter? *Most* meters read avg pwr, that may be why you are seeing 100% on the continuous tone and lower on normal speech. Internal meter behavior will vary quite a bit between rigs. Normal speech is all over the map so 75% may be pretty good in your case.
Does your Heil set have the Icom element?? Here's a snippet from the heil website:

Find a peak reading watt meter like the LP-100a and it'll let you know what's really happening.
