Try detaching and reatching the control head and cable ends. There might be a bad connection somewhere.
If that doesn't work try removing the whole works and test it on a workbench.

My much loved Icom 7000 just had a bizarre death.
The unit is mounted in my car, head end on the dash, radio mounted in
the trunk over the battery tray. It is mostly used on 2m with some
public safety scanning. It does not get any HF use save for SW
listening and truckers for road conditions. Radio is 100% stock. I
have no ignition noise issues or alternator whines. The leads to the
radio are short and well attached.
Get in the car yesterday, and fire up the radio for the usual 2m
roundtable on the way to work.
No sound. No S meter reading. I check all the settings....normal.
No sound for TV Audio. No White Noise when squelch is turned down.
Oddly, while the S meter is dead, the green LED on the right side
shows RX when the squelch is moved, and the radio will scan presets
"normally", save no receive or sound. This is the same on all
bands,
all modes. I tried to TX on 10m (the 11 meter whip is shortened) and
dead just the same as 2m. On SSB, the meter does not move as normal
when you turn the RF gain. The meter shows nothing.
Transmitting, the red TX led lights, but again no S meter reading
showing PO. The unit shows "100 % power" for the "start
up" screen.
Radio does not TX. SWR on antenna has not changed, perfect at the low
side and 1.4 at 147.990 (verified with other radio, and same swr as
always)
All menu items can be changed, the faceplate is "normal" save the
lack
of any s meter readings.
Other than a snap of cold weather, there have been no changes. I've
had the radio a while, so I made sure that I had not changed any of
the settings.
I'm going through withdrawal...I'm too used to knowing what is going
on.
Any other 7000's die suddenly ? It's off to Washington again...
