Mike,

Have him do the test mentioned on my web page and let me know the 
results.  You can hear at what frequency the 80m filter drops out and 
the 40m filter is used.  If that frequency is below 60m then you are OK 
(you may not be legal from a harmonic point of view but an outboard 
tuner or a single band antenna will give additional harmonic 
suppression).  The test can be done by a little kid.  Turn down the 
audio, start at 3.999MHz and slowly tune up in frequency till you hear 
the relays click.  Set the frequency step size to some value like 1 or 
10 KHz to make the test quicker.
