[ICOM] IC271H memories reset

I found the procedure to patch in a battery, then cut loose the original
one and install a new one. That did not work, and left me without memory.

Jack put my 271H back in service for $50.00, plus shipping of course. He
has the gear to do this and the turnaround, as I recall was pretty quick.
Give him a look. It beats tossing the old rig.
