Try connecting it to a NON current limiting power supply.  I had a
transistor go out in such a device, 13.8 volts, dead on, enough current to
light a small 12V bulb, but as soon as I hit power on anything that drew
more than a few tens of mA, the supply would drop to about 2 volts.
