I eliminated power supply , connectors, etc right at first--I don't think the glitch is on that end.  I can measure 13.6 (ps set voltage) inside the radio between either end of R35 and case ground or either end of the glass fuse.  Stays at 13.6 when power switch is pushed.

Now this reset business sounds interesting since the power on switch feels like a software switch to the touch.

I've misplaced all my documentation on this set, so I don't remember how to do a reset or where a programming cable would connect.

Thanks guys,  those were super quick replies and great ideas.  Any others?
