Remote cable???  Clean the connections.

Check ALL the power connections.  Even the fuse holders.

After that - try it from a different power source - try it with the head on the
main body.  Got a local ham with another 706-II - try your parts in his system.

Last - try a RESET.  Or maybe reset FIRST if you have the software/cable to
reprogram it.
