Mike: Sorry to hear of the lightning damage to your equipment. It is unlikely that any damage has been done to your PS-125 if it is now working OK.The slightly higher output voltage is likely normal, and can be internally adjusted to a lower output voltage if you wish. The information is available in the PS-125 service manual available here: http://www.ab4oj.com/dl/ps125sm.pdf The 13 volt output of the PS-125 is transformer and opto-isolator isolated from the primary and intermediary side of the supply.

HI Mike. I have used a head light out of a car as a load on power supplies.
If it runs the head light it should be ok.
