Dan - the sunspot cycle is about 11 years for each cycle, but the rock
bottom and peak are very close to each other. Once the peak is reached, it
falls off slowly each year until reaching the bottom.
Using the years you posted, we are pretty much on track right now - plus or
minus a year to six months in my opinion.

When I was first licensed in 1988/1989 winter the sunspot cycle was at it
peak. As a tech I talked all over the world with a barefoot TS-440 on 10
meters.
You add 11 to 88 and you get 99. You add 11 to 99 and you get 2010, We are
about 2 years from 2010 and the bands appear to be dead? Unless I am
figuring wrong something seems to be very wrong?
