[ICOM] Dead short in Icom 735

Gary,

I got the info from Kevin, K8SU, and it looks like his previous  
failure is exactly mine. Capacitor C361 by J4. It is a 10µF Tantalum  
that goes from the 13. 8V pin of J4 to ground. Measuring a direct  
short. I do not have the board out yet, but all connectors have been  
unplugged.

A question. Does anyone have a good suggestion for dealing with all  
the plastic wire ties?
