Yes check and see if you have a DC voltage present at the center of
the antenna jack.
Generally a coupling cap would short in some of the HF rigs like the
R71A and the RX would get real noisy especially when you connected a
DC grounded antenna to it.
Take your Voltmeter and place the + in the center and - on the
threads of the SO-239. Should be NO DC volts there so far as I remember.
