Wellllll, there is already a fan built into the IC-7000 
(and most other rigs as well).  There have been several 
suggestions as to how to get the fan to run on low speed 
at all times and then come on full only when transmitting 
or when temperature climbs to the point where automatic 
fan speed increase comes into play. 
 
It is NOT very hard to mount one of the small computer 
fans on the heat sink fins at rear of transceiver.  Use the 
simple plastic plugs from any hardware department that 
expand when the screw is inserted.  Fan stays put; no 
holes when you wish to go "original" condition to sell.

Like this solution. Where do you tack the fan
(custom screw in cover or maybe a few
extra long cable ties...?)

All or at least the later models of ICOM transceivers the fan  
only comes on during TX 
 
My solution was found on eBay where I purchased a fan that 
plugged into the tuner Molex socket of my 746PRO 
 
Cost was $21 including shipping Just go to search and look 
for ICOM cooling fan
