Paul: What is important is not the PS output voltage but the input voltage at the power connector at the back of the Icom. Check the DC voltage there under full power output, and it must be close to +13.8 volts. Any lesser amout of voltage may cause a decrease in output power. Also turn off the antenna tuner for the measurements into a non inductive 50 Ohm Dummy load. Larry K4LXV
