I've found that hot fuses, which heats
up the wires going to them, are almost
always poor electrical contact in the
little cap things on the end of the wire.
But sometimes the caps on the ends of
the fuses oxidize a bit. Incidentally and
TRIVIA, the large fuses in the main power
panels in the old Bell System where changed
per schedule. There were two fuse holders
in parallel, with a large knife switch to let
one fuse be removed without interrupting
service. Moral: Always suspect things that
are plugged in. They're the first to go.
