[ICOM] proIII swr short

    Is the power knob rotated fully clock wise?

I just got a PROIII that I was assured was working before it was sent to me
and when I got it it will not transmit. The internal SWR meter shows like a
open or dead short. The receive is perfect. 
 
I got the tuner to match one time (on a 1:1 swr antenna) and it puts out 5
watts. Does anyone have any idea what could of happened?
