[ICOM] Cloning Challenges

In the last week or so I have tried to clone one IC V8000 to another using
the Icom OPC-474 with no luck. Tried other clone cables and still no joy.
The instructions are simple and clear and I follow them specifically. I see
CL OUT on the "Master" but never see CL IN on the "sub" nor does any data
move between the 2 rigs.
Tried cloning an IC-T90a to another using all of the cables I have and NO
JOY with that either! Again, the procedure is simple and easy to follow and
CL OUT appears but no CL IN.
I took a multimeter and confirmed that all 3 of my clone cables are wired up
exactly the same way with good continuity between all of the appropriate
sections of the 3.5 mm 3 ckt male audio plugs.
So.. If the cables are good, the procedure is being followed to the letter,
why won't the clone process work????
Do I need a jar of Eye of Newt and a cup of Mare Sweat to "prepare" the
equipment to clone properly????
Anyone else experience this type of peculiar failure?
