Audacity is an excellent choice for full-featured Windows recording and
playback.
If you would prefer something a little more basic, Audio Grabber (one of the
many Tools in Ham Radio Deluxe) makes it very easy to record, play and manage
MP3 audio files. It offers selectable bandwidths, optimized for ham radio,
along with a surprising amount of flexibility.
Of course, Ham Radio Deluxe also controls your rig and logs your QSOs, while the
included Digital Master 780 supports SSTV and most of the digital modes, even
CW.
