It appears the first Icom HF transceiver wasn't a transceiver at all:
in 1967 or 69 (references vary), Inoue produced the IC-700t and IC-700r
transmitter receiver pair. The transmitter was a hybrid using 4 tubes and
15 transistors.
The units had a look that predated but seemed to inspire, the look of the
IC-21 2m transceiver, which was cube-like in shape.
It looks like the other correspondents are correct: the IC-701, circa 1976,
was the first transceiver exported to the U.S.
According to rigpix.com, the first-ever Icom transceiver was the FDAM-1, a
1-watt, AM, 6-meter transceiver.
Interestingly, even the excellent rigpix museum has no reference to the
IC-700t and IC-700r.
