[ICOM] IC 725 Won't Transmit

Hmm, IF it was used mobile, you may need to lossen and retighten all of the screws attaching the ciruit boards.  An improperly grounded board would exhibit what you see.

Try Replacing the fuses inside the radio.I had the same problem a year 
ago,did that and right back to full power from that point.That was the 
problem.
