A friend of mine who has just gotten back into ham radio after a number 
of years off the bands
offered what seems to me the best reason yet why Icom did not include 
dualwatch in the design
of the IC-7700.

His experience in recent pileups, he said, had convinced him there was a

hugh, untapped market
out there among hams who had not yet purchased one receiver, let alone
two.

Sounds right to me.
