Mike;

It affects everyone who used government assigned frequencies. CAP and MARS freqs are assigned to us by the various military frequency control agencies. Be it USAF, USA or USN/USMC. The USCGA is affected also even though they are Homeland Insecurity.

I don't believe this affects volunteer MARS stations, only Government 
owned/supplied equipment at bases.
