It depends on your state DC. If you are in good spirits with him/her you should stand a good chance.
First issues will go to IC's who do not have an HF yet and want one then Ground team vehicles, then Mission Go Kits. 
It all depends on the Wing and the TA.

scheduled to receive Motorola Micom II HF stations in quantity. Until then
