[ICOM] CAP radio compliance

It seems some radios such as the IC781 are actually in compliance based on
actual performance (see ARRL test results)... It's just that Icom chose
-60db as a reasonable spec for their intended use... And the only spur that
might ever be an issue is the 2nd harmonic. I suspect that Icom and others
may tweak the LP filters to meet spec in the future.

It does look to me as if someone cooked up the spec to favour Motorola et
al... It raises the bar just barely above the point that makes the much
cheaper amateur radios non-compliant.
