[ICOM] PW1 and 10 meters

Hi,
Is it true that there is no longer a restriction on manufacturers selling ten
meter enabled amplifiers?
I think so, but perhaps I misread something.  If that is the case, why would
they be still shipping amplifiers without 10 meters?
Would it require going through FCC approval all over again?  If the answer to
the first question is no, disregard the second and third. ;<)
