[ICOM] IC 740 frequency shift

Folks. I have a IC 740 that suffers from a frequency shift between the
received and transmitted freq of 15 to 18 Hz. (transmit is higher than
receive) This occurs in USB mode..(SSB normal on 20 Meters, SSB reverse
on 40 Meters) whilst using PSK 31. This would not normally be observable
on SSB, but is quite obvious on PSK 31. Is this a normal thing on this
type of rig or can anyone direct me to the area I need to look at. The
RIT/TIT system works normally and is turned OFF. Adjustment of this
(when OFF) has no effect.

The receiver on this rig is the best one I have tried (PRO 3 excepted)
for PSK. The combination of Bandshifts, notch and filter combinations
(all manually adjustable) is ideally suited for this mode.
