[ICOM] IC 745 drifts bad

First thing I would do is to tighten ALL the screws holding the circuit
boards.  Especially the regulator.  Maybe even put some small STAR WASHERS
between the boards and ground to ensure a good contact.  Your ground is your
reference.  It shouldn't be "floating".
