Do you have the plastic insulator between
the filter and the chassis? I lost one of mine
but set a piece of paper down on a towel,
pushed the filter down on it, then trimmed
the edges before I installed that filter in my
IC-746 today. I put in FL-223 and FL-232.

Perhaps you didn't select the filter correctly
in the operational mode???

Thanks Mike and Bill,

Thanks for info. I eventually got the fl-100 going but not until I put it in
the 9Mhz - 2 position. When I tried to do the settings when having it in the
9Mhz-1 position the receiver went dead silent. Not a beep!! Is something
wrong or am I doing things in the wrong order? I have polished my glasses
several times.
