Alex: Please insure that you are measurng the 28 Mhz power into a 50 Ohm non inductive load (dummy load,ant tuner off)  and are using a calibrated wattmeter. As most PA's are least efficient at the highest frequency band, they will draw the most DC current there. Make sure your power supply and power cables are supplying +13.8 V DC at the back power connector of your rig during Key down, and that your power supply is not folding back as well. K4LXV.
