I strongly suspect that as long as the CBer minds
his business, doesn't do anything to draw attention
to himself, and some jealous busybody ham doesn't
turn him in out of spite, he will keep it as long as he
chooses to.
There are still hundreds (thousands?) of Yaesu and
Drake ham rigs out there in CB use and the owners
have little to fear from FCC unless they screw up
big time with amps, etc.
I believe that for the most part, the total madhouse
on 11 meters of the Smokey and the Bandit double
nickle days has pretty much gone away in the same
manner that ham radio operation in general has done.
Too many other things to fascinate folks with a very
limited attention span.
