NTIA stands for National Telecommunications Information Agency. It is the US Government's version of the FCC. They regulate the use of radio communications by the various government agencies such as the FBI, National Park Service, FEMA and the Dept. of Defense to name a few. The CAP is part of the USAF and MARS if an official communications organization associated with the individual military services. As such they fall under NTIA jurisdiction. The NTIA requirements are a result of Congress auctioning off radio spectrum to commercial companies. NTIA has to pack two pounds into a one pound bag.
