[ICOM] Icom 706 MKIIG cap/mars mod

The mod is simple. Just unsolder a couple of 0 ohm resistors and reset the processor. Just remember that it is illegal to operate on frequencies you are not licensed to use and also the radio is not NTIA so it can not be used on CAP or MARS frequencies any more.
