[ICOM] IC-746 no TX/RX on HF bands

I have acquired a "sick" 746, not pro, that has no power out and no receive
signal on all HF bands. I want to fix it but don't know where to start. It
works fine on 2 meters.

According to previous owner the IC151 and some discret components has been
replaced twice but the problem still remains. I've heard about the problem
with IC151 before but there has to be other components involved with this
problem. Would appreciate your suggestions and comments. Thanks.
