Steve: May I suggest that you put the 4:1 balun at the end of the 
ladderline, and then run a short length of coax to the tuner, unless the 
tuner will be remotely located outside the house near the antenna feedline. 
Since you are using a balanced  doublet antenna, you should not need 
radials. A good ground on the tuner for safety's sake would be a good idea. 
A short length of coax in this case would not have much loss. Use one of the 
larger size coaxes such as RG-213U or 8/U if possible. Good luck, Larry
