My opinion of WD-40 as a lubricant is not very high.  I use it to free up 
stuck aluminum tubing, lighting fires, spreading ink on printer ribbons, and 
cleaning grease off of my hands, but not for lubricating.

For that I use sewing machine oil or gun oil.

And I don't know how long either fix would last.  I would think (hope) that 
the shaft and bearing surfaces in the optical encoder would use self 
lubricating metals and the sticking was cause by external contamination 
(dirt) and the WD-40 and/or sewing machine oil would remove the 
contamination.
