It could be as simple as a resistor on the logic board...I've had that
happen. Fixed it myself...but I usually do anyway as I did maintenance for
the Air Force for 9.5 years.

You have 3 choices:
Buy the encoder and try it
Use test equipment to determine the faulty component and then replace it.
Pay someone else to use test equipment to determine the faulty component and
then replace it.
