[ICOM] Icom Tuning?...Help Please

Hi Larry,
Well,it looks like a potentiometer to me but I'm not so sure now.
I don't have a scope to test the knob either...is there another way to  test 
it.
Oh,and the knob(Potentiometer?)is completely out of the circuit now as  well.
 
Do you think there could be some other reason why turning the knob wont  
change frequencies?
I did notice that if I turned the knob real fast I could get a 5-10 KHz  
change on the display but that's it.
 
I would really love to get this rig going,so I would be very grateful for  
any help I can get on this
