If the machine has a PCMCIA slot, look for a serial port board. I've
seen the dual ruggedized Socket Communications serial boards on EBay
for about $60 recently. They work well, in my experience. I tend to
use them for FSK keying and with the simple CIV interfaces, both of
which are a problem with USB to serial converters. Make sure the one
you get is compatible with your OS, though. Older ones won't work
with XP.
I have 5 dual port ones here, for use in 5 computers running W98SE,
ME, and XP.

My True Blue IBM laptop also has no db9 or any other ports just USB.
however... the docking station that I have for it does have all kinds
of ports.... some I don't even know what they do!
So I would look into a docking station for the laptop.
