Have you  TRIED  operating with a different power source?
Until you do, you cannot eliminate  YOUR  power as a possible
root of your problem.

You used Astron power supplies - problem persisted with both Astrons.  Icom
can't duplicate the problem - are they using Astrons PS also?  Could the
common denominator be Astron?
