Dave,
I don't remember an alignment sheet nor service manual for the IC-215 though I have been gone form Icom over 5 years now..
For RX alignment a sinad meter usually works well. I have even netted RX crystals using one. I just tuned for best sinad reading which seemed to work fine. Of course a good ear to the speaker works about as well too.
Transmit, choose a freq close to the center of the operating range of the radio and see if you can get power out.
You might contact Scott Malcom or Kuni Okuma and see if either has any sort of write up they may have done on Alignment. Both tend to work on these older products.
