[ICOM] Bad TX audio on 775

Hi Bob,

In the 1960's, the British Post Office (now BT) developed Lincompex (linked
compression and expansion) for use on public HF radiotelephone circuits -
remember those?  Compression data was sent to the receiving station on a
pilot carrier, and the decoded data controlled the expander to restore the
original baseband dynamics.

The system required frequency stability < +/- 2 Hz  (easily achievable with
Icom HF gear, to get back on topic.)
