[ICOM] Need SB-303/401 Expert Help Update

I noticed the transmitter (SB-401) frequency was off by 50 KC so the  monitor 
was not picking up the noise till I tuned it to where the transmitter  was 
transmitting on.
Now I can see that the noise is the same locked or unlocked from the  SB-303.
I have peaked and nulled the carrier with RF probe, as per  manual, so I 
think that is not the problem.
But, this sounds like a carrier type of noise and not a bad ground.
Like I said sounds like a spotting tone.
