[ICOM] No 12V On Accessory Jacks

The 12 lines on the accy jacks are rated for 1 amp max. They are 
protected by small chokes.They will pop with the slightest short, 
believe me, I know. Look at the schematic and board layout and that will 
help you find them. Check the continuity and I'm sure you will find that 
they are open. They are listed in the parts list in the service manual.
